Can someone explain to me how this destroys the argument?

He said "based on what we've already done in iraq, i'd choose blah"

Is there something deeper that i've missed? Cos that seems to make perfect sense and be a reasonable answer.

It was the only answer he could have given. There's no way his superiors would have liked it so plainly put that Al Qaeda was more concentrated in Afghanistan and Pakistan from the get-go than in Iraq, where most of our troops are located. Instead, speak of it as "currently" more concentrated in Afghanistan/Pakistan, imply that it is because we've probably seriously reduced or eliminated them in Iraq, and voila!, you state the truth while saving your ass at the same time.
